Non-Agenda Public Comments/Member Comments

Members of the public shall have the opportunity to address the Transportation Committee on any issue within the jurisdiction of SANDAG that is not on this agenda. Public speakers are limited to three minutes or less per person. Public comments under this agenda item will be limited to five public speakers. If the number of public comments under this agenda item exceeds five, additional public comments will be taken at the end of the agenda. Members and SANDAG staff may also present brief updates and announcements under this agenda item.

Approval of Meeting Minutes

ACTION: APPROVE

The Transportation Committee is asked to approve the minutes from its March 27, 2026, meeting.  

3.2

FY 2026 Transportation Development Act Claim Amendments

Kimberly Trammel, Marcus Pascual, SANDAG

ACTION: ADOPT

The Transportation Committee is asked to adopt Resolution Nos. 2026-11 through 2026-15, in substantially the same form as attached, approving the FY 2026 Transportation Development Act claim amendments for the Metropolitan Transit System, North County Transit District, SANDAG, and the Coordinated Transportation Service Agency.

Revised Section 5310 Cycle 13 Call for Projects Funding Recommendations

ACTION: RECOMMEND

The Transportation Committee is asked to recommend that the Board of Directors approve the revised Section 5310 Cycle 13 call for projects awards as detailed in the report.

Independent Taxpayer Oversight Committee Report on Initial Findings and Recommendations of the FY 2025 TransNet Fiscal and Compliance Audits

ACTION: DISCUSSION

The Transportation Committee is asked to review the Independent Taxpayers Oversight Committee’s draft independent fiscal auditor’s report for any inconsistencies and technical issues.

FY 2025 TransNet Extension Ordinance Funding Eligibility Request

ACTION: RECOMMEND

The Transportation Committee is asked to:

1. Consider the TransNet funding eligibility requests of the Metropolitan Transit System and North County Transit District.
2. Recommend the Board of Directors, acting as the San Diego County Regional Transportation Commission, approve the requests.
3. Recommend the Board of Directors begin discussions to amend the related section of the TransNet Ordinance.

San Diego Regional Vehicle Miles Traveled Mitigation Study

Kirsten Uchitel, SANDAG and Damon Davis, County of San Diego

ACTION: DISCUSSION

Staff from the County of San Diego and SANDAG will present the results of a Vehicle Miles Traveled mitigation study proposal developed through a Caltrans Strategic Partnership grant. The Transportation Committee is asked to discuss the results of the study and provide feedback on next steps.
