Chair Chavez called the meeting to order at 2:08 p.m.

Deputy Mayor Melendez participated in the meeting virtually and confirmed it was for “just cause” under AB 2449 (Rubio, 2022).

Chief Executive Officer Mario Orso presented an update on agency activities.

Regional Planner Michael Terlep presented an update on the Local Agency Technical Assistance Grant funded Tribal Digital Village Improvement and Expansion Strategy. This item was presented for information only.

Bari Bean, County of Imperial, presented the finalized Lithium Valley Specific Plan to transform over 51,000 acres near the Salton Sea into a clean energy and lithium development hub through zoning updates, infrastructure improvements, and streamlined CEQA review. This item was presented for information only.

Juan Diego Mascareño, Germán Chávez, and Heidy Maccioni, Instituto Metropolitano de Planeación de Tijuana (IMPLAN) presented an update on key activities led by IMPLAN, the municipal agency supporting urban development and planning efforts in the City of Tijuana.
