Members of the public shall have the opportunity to address the Borders Committee on any issue within the jurisdiction of SANDAG that is not on this agenda. Public speakers are limited to three minutes or less per person. Public comments under this agenda item will be limited to five public speakers. If the number of public comments under this agenda item exceeds five, additional public comments will be taken at the end of the agenda. Members and SANDAG staff also may present brief updates and announcements under this agenda item.

Courtney Aguirre and Scott Strelecki, Southern California Association of Governments (SCAG) and Kenia Zamarripa, San Diego Regional Chamber of Commerce


ACTION: DISCUSSION


This report provides an overview of the Southern California Association of Governments (SCAG) and LA28 Games Mobility Executives program framework and Transportation Demand Management strategy, developed in 2025. The presentation will highlight coordination strategies and legacy opportunities relevant to San Diego and the Southern California region for committee member discussion.

ACTION: DISCUSSION


This presentation and discussion will include an update on the Border Resiliency Plan, which aims to evaluate existing resiliency efforts and identify strategies to promote resiliency, including for transportation infrastructure, at the international border. The discussion may include identifying potential areas for collaboration to strengthen regional resiliency efforts.

Naomi Young and Stacey Cooper, SANDAG


ACTION: DISCUSSION


Staff will present an overview of the nexus between key employment centers and housing needs, including a focus on what SANDAG is doing to support housing development across the region and with the tribal nations. This will be an opportunity for committee members to discuss how live/work patterns impact housing needs in their communities and cross-jurisdictional opportunities to collaborate.
