Call to Order

Chair Downey called the meeting to order at 9:01 a.m.

Senior Director of Regional Planning Antoinette Meier presented an update on agency activities.

Approved the October 3, 2025, meeting minutes.

Regional Planning Committee 2026 Work Plan

Senior Director of Administration and Public Affairs Robyn Wapner and Senior Regional Planner Stacey Cooper presented an overview of key discussion items anticipated for consideration by the Regional Planning Committee in 2026. This item was presented for discussion only.

2026 Housing Legislative Overview

Stacey Cooper; Senior Government Relations Analyst Ryan Williams; and Kirk Blackburn, Ellison Wilson Advocacy, presented the item. The Regional Planning Committee was asked to provide feedback on a proposed strategy to advance the Board of Director's course on housing-related legislation in 2026. This item was presented for discussion only.

SB 375 Updates

Robyn Wapner and Antoinette Meier presented an overview of statewide efforts to update California Senate Bill 375, the Sustainable Communities and Climate Protection Act. This item was presented for information only.
