Chair Heebner called the meeting to order at 9:16 a.m.

Chair Heebner adjourned to closed session at 9:32 a.m.

Chair Heebner resumed open session at 12:21 p.m. In closed session, the Board authorized designated representatives to enter into negotiations regarding the terms and conditions of employment for the General Counsel position. If the parties are able to reach a tentative agreement, the proposed terms of employment will be brought forward for consideration and possible approval by the Board at its November 21, 2025, meeting.
